The Riverwalk and the Sail Pavilion at the Tampa Convention Center are dog friendly environments.  The Sail features frozen drinks (with or without libation), a full bar, imported beers and a snack menu.  If you have Fido with you he too can enjoy a cool drink or a dog bone on the house. 
Rather come by sea?  There are ample public docks that welcome boaters to the Sail.
